The Construction Management Association of America defines construction management as management activities over and above normal architectural and engineering services conducted during the pre-design, design, and construction phases, that contribute to the control of time and cost. This process can be used with or with-out a general contractor.

A. CONSTRUCTION MANAGER WITH NO GENERAL CONTRACTOR

When you use this approach with no general contractor, you hire a construction manager on a fee basis to assist you in acting as your own general contractor. You sign the contracts and assume all liability with all subcontractors. This approach works best when you are a knowledgeable and experienced buyer. If not, you should select a construction manager in whom you have complete confidence. The manager will guide you every step of the way.

B. CONSTRUCTION MANAGER WITH A GENERAL CONTRACTOR

This approach is usually used when the project is complex, very large or the owner puts a high priority on getting a top quality job. You still hire the construction manager on a fee basis to assist you, only in this situation the construction manager is representing you and he deals with the general contractor. The General Contractor signs the contract and assumes all liability with all subcontractors. The owner does not need experience and knowledge of construction if the owner chooses competent team members.
